Everyone is conceived and born with the polluted, fallen nature of Adam, therefore unfit for heaven.
God, Who is love, through the atonement of Christ, has unilaterally covered this pollution in preborn and infant children, since He is just, and will not hold one person responsible for another person's deliberate disobedience. This application of the atoning blood continues until the child becomes responsible before God, for their own sins (willful acts of disobedience), at which time God requires faith, repentance, confession and obedience.
God has given to parents the opportunity and responsibility to be co-workers with Him in bringing their children to respond spiritually to God, through Biblical training and godly example. God expects parents to know the truth, live the truth and communicate the truth to their children, so that their children might come to a living and victorious relationship with God, through faith in Christ.
Parents who neglect or negate this responsibility to their children, through avoidance or antipathy, compound their own judgment and contribute greatly to their children's enslavement to sin.
God provides the grace for parents to do the right thing for their children and God will hold us accountable for failing to do the right them for our children.
